Our Practices

Two integrated practices. One purpose.

Most consulting firms either advise on design or evaluate outcomes. We do both — deliberately, and in an integrated way. Because the gap between reform intent and system-level change is closed not just by better design, but by the evidence that tells you whether the design is working.

Practice 01

Government Adoption Advisory

From pilot to policy. From policy to practice.

Most social programmes that work at pilot scale fail to achieve government adoption not because they lack evidence, but because they were not designed for the institutional realities of government systems. Our Government Adoption Advisory practice works alongside programme teams, foundations, and development organisations to close that gap.

What We Do

System-Fit Design Review

We analyse your programme design against the specific institutional context of the government system you are targeting — incentive structures, budget cycles, capacity constraints, and political economy dynamics.

Adoption Roadmap Development

We build a structured pathway from current state to government adoption, with clear milestones, stakeholder strategies, and risk mitigation plans.

Government Co-Creation Facilitation

We facilitate structured co-creation processes between programme teams and government counterparts, building the co-ownership that makes adoption durable.

PMU Design & Embedding

Where programme implementation requires dedicated management capacity, we design and embed Project Management Units within government structures — building institutional muscle, not creating parallel systems.

When to engage us

You are preparing a proven programme for government scale, negotiating an MoU with a state government, designing a new programme that must be government-owned from day one, or managing a programme where government adoption has stalled.

Practice 02

Research & Evaluation

Evidence that informs — not just reports.

Independent research and evaluation is the foundation of accountable development practice. But most evaluations are commissioned too late, designed too narrowly, or written for compliance rather than learning. Our Research & Evaluation practice is designed from the ground up to generate evidence that is credible, useful, and integrated into programme decision-making.

What We Do

Theory of Change Development

We work with programme teams to develop rigorous, testable theories of change that go beyond logic models to articulate the specific causal mechanisms and assumptions behind the intended impact.

Impact Evaluation Design & Execution

We design and execute impact evaluations using the most appropriate methodology — experimental, quasi-experimental, or mixed-methods — depending on the programme context, available data, and evaluation questions.

Process & Implementation Research

We conduct deep process evaluations that explain not just whether a programme is working, but why — and what needs to change for it to work better.

Learning & Adaptation Systems

We design monitoring and learning systems that create continuous feedback loops between evidence and decision-making — turning evaluation from a retrospective activity into a management tool.

When to engage us

You need a credible, independent evaluation of an ongoing or completed programme; you are commissioning a baseline study before scale-up; you need to demonstrate impact to a funder or government partner; or you want to build an internal learning system.
